The rain fall here is important because it gets too hot and dry. There are two types of seasons, the growing season and the dormant season. The growing season is the time when the weather is warm enough for the plants to grow. The dormant season is the time when it is too cold for anything to grow. If you plan on visiting during the growing season, you can wear short sleeves and shorts. During the the dormant season wear warm clothes, and bring a coat too. Since the growing season happens during the warmer days, it's the best time to visit.
